ACP scheme yet to give any benefits to many govt employees

IMPHAL, Jul 20: Though the Assured Career Progression, ACP scheme was implemented for the employees of the state government more than three years back, many of the eligible beneficiaries under the scheme are yet to get any benefit from the same.

Among them are the 1403 employees of constable rank in the civil police who had applied and processed for availing the same.

The non-completion of the process for availing the scheme for the last many years has disappointed the constables who applied for the same.

The non-completion of the process for such along time has severely affected the discharge of their duty, said a constable who applied for the scheme.

The constable in question has been serving in the rank for around 28 years and only few years were left for his superannuation.

"Despite repeated inquiries into the status of the process, I could not get a proper reply from the concerned and now I am doubtful if I would be able to avail the benefit of the scheme before retirement from service," he said.

After completing the process and necessary screening by the competent authorities the file process is pending with the home department since for reasons best known to them, he disclosed.

The ACP scheme for the employees of the state government was introduced in 2005 with an office memorandum issued on July 20, 2005 by the state finance department.

The ACP has been introduced in order to mitigate the financial hardships arising out of stagnation by providing financial upgradation at least twice in the service career of the employees of the state government on the lines of the Central government scheme formulated on the recommendations of fifth Central Pay Commission.

The Manipur government has introduced the Assured Career Progression Scheme for its employees with certain modifications to mitigate hardships in cases of acute stagnation either in a cadre or in an isolated post.

The state government decided to grant two financial upgradations under the ACP scheme to employees in group `C` and `D` on completion of 12 years and 24 years of regular service respectively subject to certain conditions.

Under the scheme, employees of group `C` and `D` categories which have no promotional avenues are also qualified for similar benefits.
